Norway. Its safe and has many opportunities. Expensive living cost yes, but high pay and free education plus health care. Norway also has many language studies available in most universities including english and spanish and many courses in Uni can be taken in english for those Who dont speak norwegian. Norwegian is also considered an easy language to learn and if not then all Norwegians are proficient in english anyway and doesnt care of they have to speak english or norwegian to People as they dont discriminate at all when it comes to language barriers. Universities in Norway takes in students from all over the world and also help give students internships if you wish for it as A class during Uni so you can have some refrences for Job hunting later. Other than this students in Norway also get discounts every where and there is cheap student housing also for foreigners. Norway is a stable country with low crime rate and low unemployment rate.

If youre looking for work then go for a country with extremely low living expenses but not before you actually land a job ahead of time. Unfortunately this will probably only leave you India or Kenya. If you want to actually live somewhere a lot of European countries have good safety nets. Being poor isnt the end of the world there. I would be careful of what's going on with the European Union though. It is an experiment after all and they couldn't keep it together (France having high unemployment, them wanting to print more euros to make it easier on them, but Germany blocking that saying they will blow all their investments...ect very very disfunctional). Countries that are traditional welfare from cradle to grave are denmark and sweden so they'll prob survive any EU crisis and break off the EU if it means losing state welfare culture.
